Tariff for Leased Line Circuits for 2 mbps & above

These rates will be applicable only if the circuits are provided through utilization of spare capacities of the Company. In prospective cases where new construction or installation is involved on Rental & Guarantee, basis for the whole or part of circuits, the rental will be calculated on capital cost basis without comparison with flat rate. It is mandatory for leased circuits to be provided through utilization of spare capacity when such capacity is available and when not available, on Rental and Guarantee terms. The tariffs for different leased circuits are given below.

Ceilling tariffs (in Rs. per annum) for Domestic Leased Circuits of E1 (2Mbps), DS-3(45Mbps),STM-1(155Mbps) and STM-4(622Mbps) capacities

 

A.    TARIFF FOR HIGH SPEED CIRCUITS:  

1.     The tariff of 2 Mbps, 45 Mbps (DS3), 155 Mbps (STM-1) and 622 Mbps (STM-4) is based on the ceiling prescribed by TRAI.  The tariff for 8 Mbps and 34 Mbps circuit shall be determined by multiplying the tariff of leased circuit of 2 Mbps by the factor of 3.5 and 6.4 respectively.  For 140 Mbps, the tariff as applicable for 155 Mbps/STM-1, shall apply.  This is given in Annexure-III.

2.     The annual rental of the Domestic, Leased Circuits will be in accordance with the Annexure-III of this tariff circular.

3.     For intermediate bandwidth, the tariff in Rupees will be calculated as

X-   Tariff of nearest lower bandwidth.

Y -   Tariff of nearest higher bandwidth.

a.        Nearest higher bandwidth.

b.      Nearest lower bandwidth.

c.       Intermediate bandwidth.

 For example : Tariff for 24 Mbps for 50 km is as follows. 

=  X + (Y-X) x(c-b)

i.e.  = 2,63,788 + (4,82,355  - 2,63,788)  (24-8)  (34 – 8) 

         = Rs. 3,98,290/-

          5.  In case of shifting of OFC circuits, as per prevalent practice total expenditure + 10% of it shall be charged from the customer. 

B.        Tariff For Data circuits (2 Mbps and below) 

1.      Tariff for data circuits 64 kbps and above (but less than 2 Mbps):

The tariff for capacity ranging from 64 kbps to 2 Mbps shall be same as per existing

instructions of MLLN circuits.The capping shall also remain same as per existing  instruction number vide letter No. MTNL/RA/Tariff/Leased Circuits dated  02.03.2006.

2.      Tariff of 2Mbps circuits (classical and MLLN) will be same as that of the 2 Mbps  High speed data circuit.

3.      The charging of local lead and local circuits of 2 Mbps on 1 pair (2wire) or 2 pair (4wire) henceforth will be done at single rate only.  The charging of the facility will be based on the Bandwidth and not on 2W/4W basis. 

4.      The charging of local lead and local circuits of bandwidth between more than 64 kbps and less than 2 Mbps on 1 pair (2 wire) or 2 pair (4wire) will be done at single rate only as being done at present.  

5.      Registration fee of Rs. 1000 for new subscribers of leased line have already been exempted.

The existing leased line circuits provided on MLLN systems other than Press are required to be charged for the NTU’s provided at subscriber premises at the following rates.  The NTU charges (as table below) are required to be charged from all existing and new customers  including new Press/Newspaper :

 6.      For the period less than one year, the above rental may be charged on pro-rata basis subject to a charge of minimum hiring period.  

1) The Annual Rental of the Domestic Leased Circuits will be in accordance with the Annexure-1 of this tariff circular.

2) The distance referred in the tariff table is the “Chargeable Distance i.e. equal to 1.25 times of the radial distance between the points connected.

3) The tariff of 2 Mbps, 45 Mbps (DS3), 140 Mbps, 155 Mbps (STM-1) and 622 Mbps (STM-4) is based on the ceiling prescribed by TRAI. 

4) The tariff mentioned in Annexure-1 of above table specified for minimum of 5Kms for E1 (2Mbps) and minimum of 50Kms for DS-3 (45 Mbps), STM-1 (155 Mbps) and STM-4 (622 Mbps).  The calculation of tariff for intermediate distance lying in between the distance slabs will be made on pro rata basis.  For this, difference in tariff of the lower and upper distance slab rates will be taken and divided by the difference in kms to arrive at per km rate.  The distance will be rounded off to the next km.  This is explained below with the help of an example;

The illustration of 7 Km distance of 2 Mbps is given below:

            i           Charges of 5 km                                 =          Rs.12,086/-

            ii           Charges of 10 km                               =          Rs.19,117/-

            iii          Difference (ii)-(i)                                 =          Rs.7031/-

            iv         Per km rate (iii)/5                                =          Rs.1406/-

            v          Rate for 7 km { (i)+2kmx(iv)}                =          Rs.14898/-

 C.  TARIFF FOR LOCAL LEAD (OR END LINKS) OR LOCAL CIRCUITS TO BE CHARGED AS:  

1)Local Lead :  The tariff for end links shall be same as the ceiling tariffs for domestic leased circuits as mentioned in Annexure-1.

2)Local Circuits (2 Mbps and above) : Local circuits will be charged minimum tariff of 5 km for 2Mbps circuits and of 50 km for circuits of 45 Mbps and higher capacity, as the case may be as per Annexure-1.  For intermediate distance above the minimum distance slab, the procedure given at Para A (4) above shall apply.  

3) Where the provision of local leads/ local circuits of any capacity are not possible on the existing media then these may be provided on

a) Rent and Guarantee Basis or

b) Contribution Basis or

c) Special Construction Basis

4)Where ever the subscriber provided the end link the maintenance of same may be carried out by MTNL, on specific written request of the subscriber @10% of the cost of the end link per annum.
